Pool safety standards in Australia are designed to reduce the risk of children aged 0-4 drowning and keep the community safe.

A compliant pool or spa must meet the following standards

  • A compliant safety barrier
    Pools must be fully enclosed by a fence or barrier that meets height, gap, and strength requirements.

  • Self-closing, self-latching gates
    Pool gates must open away from the pool area and automatically close and latch every time.

  • Restricted access to the pool area
    There must be no climbable objects near the fence, and doors or windows that open into the pool area must meet safety requirements where applicable.

  • Clear visibility into the pool
    Barriers and gates must allow clear sightlines so the pool area can be easily supervised.

  • Ongoing maintenance and condition
    Fences, gates, hinges, and latches must be in good working order at all times.

How long does it take to receive my Form 23 Pool Safety Certificate?

Certificates are issued the same day as the Inspection when the pool meets all compliance requirements.

If non-compliant issues are found, you’ll receive a detailed report with photos, video and step-by-step guidance to reach compliance.

How long does a Pool Safety Inspection take?

Armed with a tape measure, your Pool Safety Inspector completes an onsite Inspection within 30 minutes, depending on the size of the pool area, the type of fencing, the condition of gates and latches and whether there are any non-compliant issues to address.

During the inspection, the Pool Safety Inspector checks fence heights, gaps, gate operation, latch heights, climbable objects, and overall compliance with Australian Standards. If non-compliance issues are found, additional time may be needed for reinspection once repairs are completed.

The inspection can be completed as long as we have access to the pool area. You don’t need to be present.

If you’re worried you won’t understand, you are emailed a detailed report including photos and video pointing out the issues you need to address.

How can I prepare for a Pool Inspection?

You don’t need to do anything complicated with a little preparation to help the inspection run smoothly.

Before Inspection
Make sure the pool area is accessible with clear access to the pool fence, gates and barriers so the Inspector completes the Inspection without delays.

Check gates and latches are working
Pool gates should open away from the pool, close by themselves and latch properly every time.

Remove climbable objects near the fence such as pot plants, chairs, boxes or pool equipment near the barrier.

Make sure fences and barriers are in good condition. Look for loose panels, gaps, damaged fencing or broken gate latches and hinges.

Collect your property details such as the property address, owner details and pool registration certificate (where required).

What are the top reasons for failing a Pool Inspection?
These are the top reasons when a pool fails compliance,
  • Gate hinges and/or latches are faulty or do not self-close
  • Climbable objects are too close to a pool fence, such as trees, plant pots, BBQs and clothes lines
  • Pool fence height is less than 1,200mm or boundary fence height is less than 1,800mm
  • Distance between the vertical elements of a fence is greater than 100mm
  • Distance below the bottom of the fence is greater than 100mm

What happens if my pool fails the Pool Inspection?

That’s OK. Pools are frequently not compliant because small rectifications are required.

If a Pool Safety Inspector finds a pool does not meet the swimming pool spa fences and barriers safety requirements, a Certificate or Notice is issued.

If your pool doesn’t comply, you’ll receive a

QLD Form 26 Non-Conformity Notice

If your pool is non-compliant, legally, Council requires notification after
90-days in QLD after the First Inspection.
